Increases your idle DPS by 25% to 15%, for each level of the artifact's upgrade. Starts at 25% per level and decreases by 1% every 10 levels of the artifact's upgrade.
The first 10 levels are worth +25% each, for a total bonus of 250% at level 10. The next 10 levels are worth +24% each, for a total bonus of 490% at level 20. And so on, until each additional level is worth only +15%.
It takes a full minute of not clicking on an enemy to count as idling. You can NOT cast arrow showers, but you can use all other spells without breaking idle mode.
